Hallo,
Das Problem liegt an einer falschen Installation!
Du musst nur den DB Characterset auf UTF8 ändern und dann das jeweilige Languagefile neu drüberspielen. (je nachdem welche Systemsprache du haben willst)
siehe dazu APEX Installationguide: [download.oracle.com]
Bei uns hat es damit funktioniert!
